
Marvin Doyal, CPA/CFF, CFE, CIG, CICA
In Memoriam
Over his long career, Mr. Doyal amassed a distinguished record of exemplary public service, especially in financial auditing, compliance assurance, and program evaluations/inspections. In service to the people, Marvin led or participated in professional oversight and necessary corrective actions in programs totaling multiple billions of dollars in federal, state, and local funding. His efforts resulted in cost savings for taxpayers and significant improvement in the performance of all aspects of government services.
Before beginning his executive-level work in Florida in 1991, he served with the United States General Accounting Office (GAO) for over 27 years. While with the GAO, he led major programs and projects in Dallas, New Orleans, the Republic of Panama, and Washington, D.C. At various times, he was one of a select few professionals who were detailed to work directly for members of the U. S. House of Representatives and the United States Senate. At the time of his retirement from the GAO, he was an Assistant Director for Research and Analysis of the GAO’s Office of Special Investigation. His insight into the complex facets of government was significant, and that knowledge and experience made him incredibly valuable to all he served for the remainder of his career.
In 1991, he was selected as the first Inspector General for the Florida Department of the Lottery, the largest Lottery entity in the nation, with revenues of nearly $10 billion annually. There, he established, staffed, and managed the Office of Inspector General and was responsible for internal audits, internal investigations, and compliance with all federal and state laws and regulations. While serving there, the comprehensive program he built is the foundation for the current State Inspectors General programs.
The governor, cabinet, and legislative leadership also tasked Mr. Doyal with assisting in developing the Florida statute and creating Inspectors General in each state agency. This innovative system is still recognized nationally as a model integrated system that has resulted in cost savings, efficiency, and ethics assurance practices and remedies.
In 1999, the Governor selected Mr. Doyal to serve as the Chief Inspector General for Florida. In that capacity, he coordinated the work of the Offices of Inspector General in State agencies under the governor’s control. This allowed him to manage the state system he was a major architect in building. He also advised the Governor on many audits, investigations, and compliance assurance issues.
From 2001 to 2016, Mr. Doyal served in several other critical agencies. This included his service as Chief Compliance Officer for the Florida State Board of Administration, responsible for investing and managing over $228 billion. He also served as Inspector General for the Agency for Persons with Disabilities, Florida Housing Finance Corporation, Northwest Florida Water Management District, and the Suwannee River Management District.
In 2016, Mr. Doyal retired from his service to the State of Florida and began his consulting practice, primarily with The Integrity Group.
Mr. Doyal was a Certified Public Accountant (CPA), a Certified Inspector General (CIG), and a Certified Fraud Examiner (CFE). He served as a founding member of the National Association of Inspectors General and its Board of Directors. Marvin will be missed by many whom he mentored and advised across all levels of government.
